On 1 June 2007 at the Olympic Museum in Lausanne, the FAI President announced that the 3rd World Air Games would be hosted by the City of Turin (Italy) from 7 to 13 June 2009.

Please note that the content of these pages is not yet complete and will be further improved as work is done by the Turin Local Organising Committee (LOC) to prepare the World Air Games 2009.

Bidding Process




PHASE 1

On 26 October 2006, the bidding process for the World Air Games 2009 was launched in close cooperation with TSE Consulting, an international management consultancy specialised in the sports world with head office in Lausanne, Switzerland.

On 8 February 2007, five candidate cities were selected by the FAI Executive Board on the basis that their bid applications demonstrated that they possessed the proper capacity and vision for hosting the event. The cities of London (GBR), Melbourne (AUS), Moscow (RUS), Odense (DEN), and Turin (ITA) were invited to enter Phase 2 of the bidding process (see Press release).



PHASE 2

The selected Candidate Cities of London (GBR), Melbourne (AUS), Moscow (RUS), Odense (DEN) and Turin (ITA) had until 2 April 2007 to submit their complete bid book.

On the basis of the submitted bid books, the on-site evaluation visits that took place during April and evaluation reports by FAI Experts, the FAI Executive Board announced on 3 May 2007 that Moscow, Odense and Turin had been invited to come to Lausanne on 1 June 2007 to make final presentations to the FAI Selection Committee (see Press release).



HOST SELECTION EVENT

On 1 June 2007 at the Olympic Museum in Lausanne, representatives of the bid committees of Moscow (RUS), Odense (DEN) and Turin (ITA) made a final presentation of their bids to the 12 members of the FAI Selection Committee. The event was open to the public and well attended.

After the FAI Selection Committee’s secret ballot vote, the FAI President Pierre PORTMANN announced that Turin (ITA) had been chosen to host the World Air Games 2009.

Following the Selection Event, Presidents of FAI Air Sport and Technical Commissions and Members of the FAI Executive Board unanimously committed to making the World Air Games 2009 a successful event and adopted the "Declaration on World Air Games" (580 Ko).

The World Air Games 2009 Organiser Agreement was signed in Paris on 8 August 2007 by FAI President Pierre PORTMANN and Turin LOC President Bruno RAMBAUDI, thus marking the launch of the preparation phase of the 3rd World Air Games.

Management Structure





PRINCIPLES

In order to allow the Turin LOC to organise and conduct the World Air Games 2009 in an efficient way, FAI and Turin LOC contractually agreed on the following 3-level management structure and communication channels :



TURIN LOCAL ORGANISING COMMITTEE (LOC)

The Comitato Organizzatore dei World Air Games – Torino 2009 (“Torino WAG 2009”) is the Organiser of the World Air Games 2009.

Chaired by Mr Bruno RAMBAUDI, the Comitato Organizzatore is an association constituted under public law, with individual members and members representing the main partners supporting and involved in the organisation of the World Air Games 2009 (Regions, Municipalities, Chamber of Commerce, industrial associations, Aero Club d’Italia).

FAI & AIR SPORT COMMISSIONS

Under the supervision of the FAI Executive Board, the coordination of the World Air Games 2009 is placed under the responsibility of the FAI Coordinator, in close cooperation with the FAI Air Sport Commission Liaison Officers.

Schedule & Events

The road to the World Air Games 2009 will be paved with events aimed at promoting, testing and preparing the Games.

TEST EVENTS

Test Events will be organised in 2008 by the LOC to gain experience with the new format of the World Air Games, test competition rules, verify the organisation and logistics provided by the LOC, promote the World Air Games and start involving the population.

SELECTION OF VENUES

The Main Venue for the World Air Games 2009 will be the Torino Aeritalia Airport; two Satellite Venues will be located in Avigliana and Mondovi.

The experience of the Winter Olympic Games 2006 in Turin led the Bidding Committee to propose a series of World Air Games events actually in the town centre, allowing the entire population to become involved.

TORINO AERITALIA AIRPORT

Torino Aeritalia Airport (LIMA) is the homebase of the Aero Club Torino and will be the Main Venue for the World Air Games 2009.

Being very close to the city, but within sight of majestic mountains, the Torino Aeritalia Airport was inaugurated in 1916 and is one of the oldest airports in Italy. Two parallel runways (main concrete : 1050 m / grass : 750 m) are east-west oriented (10/28); large areas of grass will be available for spectators and parking in the immediate proximity.

Competitions for Aerobatics (aircraft and gliders), Aeromodelling, Gliding, Helicopters, Microlights, Parachuting and Experimental Aircraft will be held at the Main Venue.

MONDOVI

Hot Air Balloon competitions will be held in Mondovi, a small city located 70 km south of Turin. The Mondovi area is already well-known to the ballooning community; a brand-new “Balloonport” was inaugurated in 2007.

This competition site being remotely located from the Main Venue, the LOC will integrate Hot Air Ballooning events, Athletes and Officials with the other World Air Games activities by implementing measures such as, for example, the use of large TV screens, transportation between the venues, common events, etc.

AVIGLIANA

Located 14 km from the Main Venue, the town of Aviagliana is ideally located between a chain of mountains and two lakes.

Competitions for Hang Gliding (Speed Run and Aerobatics) and Paragliding (Aerobatics and Landing Accuracy) will make best use of the topographical situation.

This competition site being some distance from the Main Venue, the LOC will integrate Hang Gliding / Paragliding events, Athletes and Officials with the other World Air Games activities by implementing measures such as, for example, the use of large TV screens, transportation between the venues, common events, etc.

DOWNTOWN TURIN

Thanks to the proximity of the City of Turin, the experience gathered during the Winter Olympic Games 2006 and a wish to bring the World Air Games as close to the public as possible, the LOC proposes to organise several events in the heart of the city :

Gas Ballooning
The spectacular launch (at night) of the gas balloon long-distance race will take place either from the Po River or from the "Parco del Valentino". Final location subject to further evaluation.

Indoor Aeromodelling
The "Indoor AeroMusicals" Aeromodelling event should be hosted in the Palaruffini circular indoor sports arena, which can accommodate up to 4000 spectators.

Opening Ceremony / Exhibitions
The parade of all participating athletes, the official opening of the World Air Games 2009, special exhibitions and events during the whole week of the Games are planned to take place on the most prestigious central squares in Turin (Piazza San Carlo / Piazza Vittorio).

RULES FOR THE WORLD AIR GAMES

The World Air Games 2009 shall be held in accordance with the relevant provisions in the FAI Statutes and By-Laws, FAI Sporting Code, Rules and local regulations applied by FAI.

World Air Games General Rules
All Air Sport Events included in the Event Program of the World Air Games are conducted in accordance with the guidelines provided by the World Air Games General Rules (pdf / 70 Kb).

Competition Rules
The FAI Air Sport Commissions are responsible for developing Competition Rules and Local Regulations, including task descriptions and rules for selecting athletes, for each individual Air Sport Event at the World Air Games.

When available, these rules will be published in the section of this Website dedicated to the Air Sports (see links available at preceding paragraph).

Aerobatics

The FAI Aerobatics Commission (CIVA) is the International Air Sport Commission responsible, within FAI, for developing the Aerobatics air sport events available for inclusion in the Event Program of the World Air Games, for preparing Competition Rules and selecting the Athletes invited to the World Air Games.

POWERED AEROBATICS

Aerobatic manoeuvres were first invented by early “military pilots” to escape from their enemies during the First World War. At the World Air Games 2009, the best aerobatic pilots in the world will be flying exciting “Unlimited Free” programmes, sometimes to music. This event will require pilots to demonstrate their ability to manoeuvre their high-performance aircraft at extreme physical limits and within a 1-km cube (the “box”) located just right in front of the public.

Powered Aerobatics is a thrilling and highly dynamic event, and interaction with the public can be enhanced by using the latest in technology to show the ideal aerobatics manoeuvres on large screens.

Competition Rules : Open
Athletes : 10 pilots will be invited to the 2009 Games. All countries which participated in the World Aerobatics Championships 2007 will be permitted to enter one pilot (CZE, ESP, FRA, GBR, RUS, SUI, USA). One pilot will be chosen by the host country (ITA). Countries which provided full women's teams (Unlimited power only) will be permitted two pilots, 1 male and 1 female (RUS, USA).

GLIDER AEROBATICS

Glider Aerobatics pilots, like their powered colleagues, have to demonstrate their ability to fly specific manoeuvres within a limited “box”. As gliders are not engine-powered, pilots rely solely on the energy they derive from converting altitude into speed. Glider Aerobatic pilots are the actors in a three-dimensional ballet in the sky, where gliders soar through the air with the grace and elegance of a bird.

Athletes : 10 pilots will be invited to the 2009 Games on the basis of Team results achieved at the World Gliding Aerobatics Championship 2007. The top 3 countries (GER, HUN, RUS) will be permitted two pilots each, one of both pilots selected by RUS being a female pilot. The following 3 countries (AUT, FRA, POL) will be permitted one pilot each. One pilot will be chosen by the host country (ITA). Reserve country : CZE.

Aeromodelling

The FAI Aeromodelling Commission (CIAM) is the International Air Sport Commission responsible, within FAI, for developing the Aeromodelling air sport events available for inclusion in the Event Program of the World Air Games, for preparing Competition Rules and selecting the Athletes invited to the World Air Games.

RADIO CONTROLLED ARTISTIC AEROBATICS

Aeromodelling is the simplest and most popular of all air sports. Most of us remember building paper aeroplanes and receiving presents of balsa-wood models propelled by rubber-bands! Well today, high-performance electronic modules and small piston engines or electric motors allow model airplanes and helicopters to fly astoundingly realistic aerobatic manoeuvres. Pilots, standing in front of spectators, have to use their remote-control units to produce harmonious sequences of aerobatic manoeuvres in time to self-selected or compulsory music. During this artistic event, judges evaluate the precision of flight, and the originality and harmony of the manoeuvres flown.

HAND-THROWN GLIDERS

At the start of each round, eight model gliders (1.5 m wingspan) are thrown simultaneously by hand and reach a height of some 50 to 75 meters. With their remote-control units, pilots try to find and exploit low altitude thermals to climb and stay aloft to achieve duration tasks. Physical ability and piloting skills are combined with tactics to beat the other competitors who are flying simultaneously. The event takes place close to the public, simultaneous launches are very attractive, tasks are easy to understand, and results are immediately available.

INDOOR AEROMUSICALS

This rapidly growing aeromodelling discipline is completely independent of weather conditions and can even be held at night. The AeroMusicals event is flown with radio-controlled model aeroplanes. The pilots have to fly their aircraft through a freestyle aerobatics programme set to music. In order to increase the effect of music, low-noise electric-powered models are used for this event, which is easily visible and attractive for spectators.

SELECTION CONTESTS

Top competitors invited to take part in the World Air Games 2009 will be selected through national and international competitions. In order to ensure every part of the world to be represented at the World Air Games, Selection Contests will be made independently by Continent. The final list of competitors will be decided at the Bureau meeting of the FAI Aeromodelling Commission in December 2008.

HOT AIR BALLOONS

The modern successors of the balloon flown by the Montgolfier Brothers in 1783, hot air balloons have no means of propulsion. Competitions consist of precision tasks, where pilots use the winds at different altitudes to navigate towards set goals and targets. Their pilots must therefore exercise particular skills to analyse weather conditions, observe natural features, and make the best use of burning propane gas to control their altitude. Launches are particularly spectacular, with balloons painting amazing and colourful pictures in the sky.

GAS BALLOONS

These ancient mariners of the skies, evoking the fantastic adventures imagined by Jules Verne, use hydrogen or helium as lifting gases, water or sand as ballast. Though the only way of controlling the balloon is by throwing sand overboard or releasing gas from the envelope, gas balloons can also fly precision tasks. But the most prestigious gas balloon competitions are long-distance races, highlighting the adventure and bravery of the teams as they try to cover the longest distance, relying strictly on the winds. Since gas balloons can fly for several days, GPS technology is used to track the flights so that spectators can follow their progress in real time.

PUBLIC CONSTRUCTION OF AIRCRAFT

Most aircraft from the beginnings of aviation - starting with the Wright brothers’ Flyer and Santos-Dumont’s famous Demoiselle - were “home-made”. Today, the amateur-built and experimental aircraft community provides the largest and most representative picture of aviation, ranging from the reconstruction/restoration of historical aircraft up to most advanced and innovative technological solutions. They therefore offer plenty of opportunities for attractive demonstrations and exhibitions.

During the World Air Games 2009, two light aircraft (a Skyranger and a Savannah) will be assembled before the public at a stand in Turin’s most famous square (Piazza San Carlo). Starting from a kit, enthusiasts and amateur experts from various nations will be working in shifts, aiming at taking these aircraft to the air at the end of the Games. Aircraft will then be donated to non-profit humanitarian organisations for their own purposes.

INTERNATIONAL FLY-IN & WORKMANSHIP COMPETITION

Pilots flying their own amateur-built aircraft will have the opportunity to land at Turin Aeritalia Airport at well-defined hours. Up to 30 homebuilt, or restored, or replica aeroplanes will be shown to the public and judged on the quality of their construction. This dynamic exhibition will allow the public and media to observe aircraft, meet with their constructors and listen to their fascinating stories.

GLIDER RACING

The world's top pilots fly and compete in a head-to-head glider race. Following a regatta start, the pilots fly their gliders round a series of compulsory turning points. Prior to landing in front of spectators, pilots make high-speed arrivals to pick up the last precious seconds they need to win.

When combined with the latest technologies based on GPS, computer graphics, and glider and helicopter-mounted cameras for air-to-air shoots, spectators can follow how the race develops on a large screen. Glider Racing offers an exciting spectacle in the air and attractive images for spectators on the ground.

AEROBATICS

Hang Gliding demonstrates the pureness and simplicity of air sports. Pilots fly sequences of aerobatic manoeuvres using only their weight to control their wings in the air. Hang Gliding Aerobatics is the most recent development in this air sport and requires the most experienced pilots to control their wings through their full flight envelope. In order to improve pilots’ safety, this event may only be performed above water. If a floating pontoon is available, the aerobatics programme may be followed by accuracy landing on the pontoon; this way of terminating the flight is exciting and much appreciated by spectators.

SPEED RUN

In this Hang Gliding event pilots compete in down-hill individual races using only their weight to control themselves in the air. The winner is the fastest, as in skiing. The course is designed to include gates and turn points. The main location for the public is the landing field, but gates or turn points along the course might provide exciting locations for spectators to observe pilots flying close to the ground at high speeds.

PRECISION EVENTS

In helicopter events, the crews, consisting of a pilot and a crewman, demonstrate their ability to coordinate their work to achieve accurate flying tasks, generally against the clock. Events included in the sports programme of the 2009 Games will be "Parallel Slalom" and "Parallel Fender".

In the challenging “Parallel Slalom” event, the crews pick up a bucket of water using a hand-held rope dangling from the helicopter. The pilot manoeuvres the bucket through a series of gates, requiring the helicopter to move forwards, backwards and sideways. The bucket is placed on a small target at the end of the course. Losing water and exceeding the allocated time result in heavy penalties.

Each "Precision" event takes place in a "box" in front of the public, thus giving spectators a clear view of the progress of each crew and task

FREESTYLE

While the "Precision" events require excellent crew cooperation to fly highly accurate tasks, the Freestyle event is flown by individual competitors. As in the "Search & Rescue" missions some of them fly in their professional life, pilots have to demonstrate their ability to fly their machines through their full flight envelope. The use of smoke and music forms an important part of the presentation, which is very attractive for the public and may be described as "helicopter aerobatics".

WEIGHT-SHIFT CONTROLLED - PYLON RACE

Microlight trike pilots use the weight of their body to control their aircraft. For this task, two microlights (flown solo) take-off and fly one lap of the course laid out with inflatable pylons. This event can be held in front of the public, thus enhancing its attractiveness for spectators.

PARAMOTORS - PARALLEL PRECISION TASKS

Paramotors are a relatively new development and appear to be the simplest form of powered aviation yet invented. The pilots fly under a paraglide-type wing and "wear" a power unit on their back, consisting of a light weight engine and a propeller in a cage. All manoeuvres are possible to do in a short field in close proximity to spectators allowing the public to observe the pilots’ work at close hand.

Parachuting (or Skydiving, to use its increasingly popular name) provides a wide variety of breath-taking, dynamic and very attractive competitive events focusing on athletes rather than aircraft. Parachuting & Skydiving events are very attractive for spectators, since modern technologies may be used to follow and display the athletes’ performance on large screens in front of the public.

FREESTYLE

Freestyle is a kind of aerial ballet artistic event, judged on difficulty, execution, artistic value and camera presentation. The objective of Freestyle Skydiving is to record a sequence of freestyle moves and poses in freefall. Judges of the Freestyle performances use video images produced by the performer’s own camera flyers.

LANDING ACCURACY

This event belongs to the Parachuting "Classic Events". Landing Accuracy requires precise flight control of the open parachute, while competitors attempt to land as close as possible to a tiny bull’s eye, just 2 cm in diameter.

This is a speed event where teams of four athletes, accompanied by a videographer, compete to complete the maximum number of formations from a sequence drawn from a dive pool. Each round comprises a different sequence.

CANOPY FORMATION

In Canopy Formation events, teams of four members compete under open parachutes (canopies). Once out of the aircraft, they deploy their parachutes immediately and compete either to score as many different stack formations as possible (Rotation) or to execute a number of formations as defined by draw from a dive pool of figures (Sequential). Judges use video images of Canopy formation performances produced by the performers’ own camera-flyers.

AEROBATICS

Although quite new, Paragliding demonstrates the pureness and simplicity of flight and has become one of the most popular recreational air sports.

Paragliding Aerobatics is the most recent development in this air sport and requires the most experienced pilots to control their wings through their full flight envelope. LANDING ACCURACY

In this event, individual competitors have to demonstrate accurate control of their paraglider in order to reach targets in flight and to land on a determined spot. As spectators can be placed on both crosswind and upwind sides close to the target area, this event is particularly attractive and easy to understand.
